The Cosmetic Ingredient Review (CIR) Expert Panel concluded Tin(IV) Oxide is safe for use at concentrations up to 0.4% in rinse-off products and up to 1.3% in leave-on products. Due to its water-insoluble nature and lack of percutaneous absorption, systemic exposure is not anticipated. The ingredient was historically listed by the FDA as a color additive but was delisted in 1975 due to 'no interest,' not safety concerns. The SCCS has not issued a specific opinion on Tin Oxide.
