A primary concern for the 'TEA' component (triethanolamine) is the potential for N-nitrosamine formation if N-nitroso compounds are present; manufacturers are advised to take necessary precautions. The Scientific Committee on Consumer Safety (SCCS) has assessed TEA-C12-13 Pareth-3 Sulfate and its use is approved and/or restricted under Annex III of the EC Cosmetics Regulation, which sets maximum limits for nitrosamines. The U.S. FDA indicates that the trace levels of 1,4-dioxane (a manufacturing byproduct) typically found in cosmetics do not present a hazard to consumers.
