Mechanism of Action
As a humectant, PPG-9 effectively attracts and retains moisture within the stratum corneum, significantly boosting skin hydration and contributing to a robust skin barrier. Its solvent capabilities facilitate the homogenous integration of various active ingredients and additives in cosmetic formulations. Furthermore, PPG-9 acts as a skin conditioning agent, improving the product's sensorial profile by offering a smooth, non-greasy feel, and possesses emollient characteristics that soften and smooth the skin's surface. It can also function as a solubilizer.

PPG-9 demonstrates excellent formulation flexibility, being readily incorporable into both water and oil phases. It is heat tolerant, though exposure to temperatures exceeding 80°C should be avoided. While generally stable, PPGs can undergo oxidative reactions with atmospheric oxygen at temperatures of 120°C or higher.

The Cosmetic Ingredient Review (CIR) Expert Panel, in 2012, concluded that propylene glycol (the chemical base for PPG-9) is safe for use in cosmetic products when formulated to be non-irritating to the skin. PPG-9 is listed as safe for use in cosmetics, subject to general concentration or use limitations. The SCCS has not specifically reviewed PPG-9. However, the FDA includes propylene glycol on its 'Generally Recognized As Safe' (GRAS) list for direct food addition and has approved its use at concentrations up to 98% in topically applied drugs.
