The Cosmetic Ingredient Review (CIR) Expert Panel has concluded that Hydrolyzed Wheat Protein is safe for use in cosmetics when stringent restrictions are observed. The ingredient must be formulated to contain peptides with a weight-average molecular weight of 3500 Da or less (equivalent to approximately 30 amino acids or 3.3 kDa). Furthermore, it should not be applied to damaged skin, used in products that may contact mucous membranes, or formulations with potential for incidental inhalation. This is crucial because while low molecular weight HWP (350 Da) is considered non-sensitizing, high molecular weight HWP (40,000-50,000 Da) has been associated with multiple reports of allergic reactions, including Type 1 immediate hypersensitivity. The SCCS also acknowledged reports of contact urticaria and anaphylaxis but, based on submitted data, found hydrolyzed wheat protein not to be an irritant to the skin. The FDA classifies peptones, including HWP, as Generally Recognized As Safe (GRAS) for direct food substance use.
