The Cosmetic Ingredient Review (CIR) Expert Panel concluded that PEG-40 Stearate (and related PEG Stearates) is safe for cosmetic use, a finding reaffirmed in 2002. Animal studies showed only minimal skin and eye irritation at a 100% concentration, and clinical studies confirmed it is neither an irritant nor a sensitizer at concentrations of 25% or greater. Manufacturers must ensure the removal of impurities such as 1,4-dioxane and ethylene oxide. Use on damaged skin is not recommended.
