Mechanism of Action
As a silicone-polyether copolymer, PEG-3 Dimethicone forms a lightweight, protective film on the skin's surface, contributing to a smooth texture and excellent spreadability due to its low surface tension. It acts as a humectant by attracting and retaining moisture through hydrogen bonding, and as an emollient by reducing water evaporation. Additionally, it stabilizes oil-in-water emulsions by forming a protective layer around oil droplets, thereby improving formulation aesthetics.

Stability
PEG-3 Dimethicone is water-soluble and maintains good stability within a pH range of 5.5 to 8.5. Stability can decrease outside this range, with notable hydrolysis observed at pH 5 (20% after 45 days) and pH 8 (20% after 86 days) for related compounds. It is compatible with a broad spectrum of cosmetic ingredients, including water-soluble vitamins, antioxidants, and botanical extracts.

Safety
Safety Profile
The Cosmetic Ingredient Review (CIR) Expert Panel concluded that dimethicone copolyols, including PEG-3 Dimethicone, are safe for cosmetic use, largely due to their high molecular weight limiting skin absorption. While concerns exist regarding potential manufacturing impurities like ethylene oxide and 1,4-dioxane, proper filtration processes can effectively mitigate these risks. The FDA generally recognizes PEGs as safe for specific food applications.
