As a water-soluble, nonionic polyethylene oxide polymer, PEG-23M primarily functions by modifying the rheology of formulations, leading to a desirable slippery texture and improved foam characteristics. Its versatile nature also allows it to act as a humectant, drawing moisture to the skin, and to stabilize formulations through its solubilizing, emulsifying, binding, and viscosity-controlling properties. Due to its high molecular weight, PEG-23M exhibits minimal dermal absorption when applied to intact skin.

PEG-23M is a white powder demonstrating robust stability against heat, acids, and alkalis. For optimal longevity, storage at room temperature, shielded from direct heat and sunlight, is recommended. While generally heat-stable, temperatures exceeding 80°C should be avoided. Dissolution in water is achieved with heat application, typically around 80°C. The presence of glycol components such as Propylene Glycol or Butylene Glycol at 70-80°C can significantly facilitate its dissolution compared to water alone.

Significant skin penetration is observed only when the skin barrier is severely compromised, such as with severe burns. While polyethylene glycols may carry a risk of contamination by impurities like ethylene oxide and 1,4-dioxane (known carcinogens), rigorous purification processes during manufacturing effectively mitigate this concern. The FDA permits Triethylene Glycol, a component of PEGs, for indirect food additive applications.
