The CIR Expert Panel concluded that PEG-20 Hydrogenated Lanolin is safe for cosmetic use. It demonstrated nontoxicity in acute oral, dermal, and inhalation studies. Eye irritation was minimal or absent at 50-100%, and skin irritation was mild or negligible at concentrations up to 100%. It was consistently reported as nonsensitizing in animal studies and nonirritating and nonsensitizing in human patients at concentrations up to 60%. No evidence of mutagenicity, carcinogenicity, or developmental toxicity was found. Trace amounts of 1,4-dioxane, a by-product of ethoxylation, may be present but are controlled through purification processes. The highest reported concentration in leave-on products is 5%.
