The Cosmetic Ingredient Review (CIR) Expert Panel concluded that PEG-2 diisononanoate is safe for use in cosmetics at current concentrations and practices. As part of a broader group of PEG diesters, it has been found safe when formulated to be non-irritating. PEGs and their derivatives generally exhibit low ocular and dermal irritation, very low acute and chronic toxicities, and do not readily penetrate intact skin. An earlier caution regarding use on damaged skin has been removed by later assessments for related PEG derivatives. Manufacturers must ensure the removal of impurities such as ethylene oxide and 1,4-dioxane. It is generally prohibited in organic cosmetics due to its petrochemical origin.
