Science

This ingredient expertly functions as an emulsifier, enabling the stable incorporation of immiscible oil and water phases within cosmetic formulations. It further acts as a solubilizer, facilitating the homogenous dispersion of oil-soluble components like fragrances into water-based solutions. As a surfactant, it effectively reduces surface tension, promoting even product distribution and aiding in cleansing processes. Applied to the skin, it serves as both an emollient, forming a mildly occlusive layer to minimize transepidermal water loss, and a humectant, drawing moisture from the environment to the skin, resulting in enhanced moisturization and a noticeably softer feel. Notably, related PEGylated castor oils have demonstrated potential to bolster skin barrier function, support stratum corneum repair, and exhibit anti-inflammatory and anti-itching benefits.

The Cosmetic Ingredient Review (CIR) Expert Panel concluded that PEG-16 Hydrogenated Castor Oil, among 130 related PEGylated oils, is safe for use in cosmetics when formulated to be non-irritating. Specifically, similar PEG-30 and PEG-40 Hydrogenated Castor Oil were found safe at concentrations up to 100%. The FDA lists castor oil and related PEGylated oils as permitted food additives. While minor amounts of 1,4-dioxane, a potential ethoxylation by-product, may be present, this can be effectively managed through standard purification steps. In Europe, its use is permissible under general cosmetics regulations and it is not listed as a prohibited ingredient.
