Mechanism of Action
This polyether lanolin derivative acts primarily as a surfactant and emulsifying agent, effectively reducing the interfacial tension between immiscible phases like oil and water to stabilize formulations. As a cleansing agent, it aids in impurity removal by lowering the surface tension of the stratum corneum. Furthermore, it functions as a humectant and a mild conditioning agent, improving skin's moisture balance and contributing to epidermal softening by creating a moisture-retaining, semi-occlusive film.

Stability
This ingredient is water-soluble and generally well tolerated by the skin. Polyethylene glycols are not typically microbiologically sensitive, often reducing the need for additional preservatives. Lanolin components within this ingredient are noted for their pH stability, including in demanding applications like hair bleaching.
Safety
Safety Profile
The Cosmetic Ingredient Review (CIR) Expert Panel has deemed polyether lanolins, including PEG-16 Lanolin, safe for cosmetic use when formulated to be non-irritating. Previous assessments showed them to be non-toxic in acute oral, dermal, and inhalation studies, and caused minimal ocular irritation at concentrations up to 100%. In human trials, they were found non-irritating and non-sensitizing at concentrations up to 60%. However, regulatory concerns exist regarding potential residues of ethylene oxide and 1,4-dioxane from the ethoxylation process, which are considered carcinogenic, emphasizing that safety relies on compound purity. Lower molecular weight PEGs may exhibit increased absorption through compromised skin barriers.
