It has a low order of oral and dermal toxicity, is minimally irritating to human skin, and is not classified as a sensitizer, mutagen, or carcinogen. Lower molecular weight PEGs like PEG-14 are minimally absorbed through intact skin, with significant penetration occurring primarily when the skin barrier is severely compromised (e.g., in cases of second or third-degree burns). While generally non-irritating at concentrations up to 25%, there is a potential for irritation if applied to compromised skin or in combination with other problematic ingredients. There is also a risk of contamination from manufacturing impurities, such as 1,4-dioxane and ethylene oxide, which requires robust purification steps to control.
