Mechanism of Action
This ingredient operates by significantly decreasing the surface tension between immiscible liquids, such as oils and water, thereby allowing them to combine and create stable emulsions. In cleansing preparations, it assists water in mixing with and subsequently rinsing away oils and dirt from the skin. Additionally, Octoxynol-11 enhances the dissolution of challenging ingredients within a solvent system, promoting uniform dispersion.

Stability
Octoxynol-11 exhibits stability within a reported pH range of 5.0 to 8.0. Formulators must ensure that trace levels of potential synthesis impurities, including ethylene oxide, 1,4-dioxane, and unreacted C9 phenols, are minimized for product safety and quality.
Safety
Safety Profile
The CIR Expert Panel has concluded that Octoxynol-11, along with other long-chain octoxynols, is safe for use in both rinse-off and leave-on cosmetic products with no specific concentration restrictions. However, the Panel decided to re-evaluate potential mucous membrane irritation and new data concerning Octoxynol-9 in baby products. Strict control is recommended to limit impurities such as 1,4-dioxane, ethylene oxide, and C9 phenols. The FDA has approved Octoxynols for indirect food additive uses and Octoxynol-40 for ophthalmic solutions at 0.05% w/v.
