The CIR Expert Panel concluded that Isostearamidopropyl Morpholine Lactate is safe for use in rinse-off cosmetic products at current concentrations. However, data are insufficient to determine its safety for leave-on cosmetic formulations, necessitating further studies on skin penetration, dermal toxicity, reproductive/developmental toxicity, mammalian genotoxicity, and inhalation toxicity. No N-nitroso impurities were detected. While minimally irritating to eyes and mildly irritating to intact and abraded skin, sensitization was not observed in clinical tests.
