The Cosmetic Ingredient Review (CIR) Expert Panel concluded that Gossypium Hirsutum Seed Oil is safe for cosmetic use under specific conditions. Crucially, gossypol, a naturally occurring toxin, must be removed during refining, with levels limited to less than 450 ppm. Total PCB/pesticide content must not exceed 3 ppm, with any single residue restricted to 1 ppm. Clinical studies involving hydrogenated cottonseed oil at concentrations up to approximately 21% demonstrated it to be non-irritating and non-sensitizing.
