This restriction is due to observed potential for ocular and skin irritation in animal studies at concentrations significantly higher than typical cosmetic application. The raw liquid form may also be corrosive and irritating to the skin and eyes. Additionally, formulators should ensure that levels of the manufacturing by-product 1,4-dioxane are kept below 30ppm.
