Its PEG-180 component acts as a humectant, drawing and retaining moisture on the skin's surface to impart a smoother, more supple feel. Furthermore, it serves as a solvent, facilitating the uniform dissolution and distribution of oil-based ingredients within water-based systems, which is critical for product consistency and active ingredient delivery. The Cosmetic Ingredient Review (CIR) Expert Panel concluded that DECYL HDI/PEG-180 Crosspolymer is safe for use in cosmetics under current practices of concentration. The PEG-180 component is characterized as non-sensitizing, non-irritating, and non-comedogenic at recommended concentrations. Due to its substantial molecular size, PEG-180 is not absorbed into the skin. While the HDI monomer itself is an occupational irritant, the CIR Panel determined that cosmetic applications of these crosspolymers would not contain toxicologically significant levels of residual isocyanate monomers. Dermal and ocular irritation and sensitization assays consistently showed no safety concerns under typical use conditions.
