The CIR Expert Panel deems this ingredient safe under strict restrictions. Finished products, excluding rinse-off formulas, must not exceed 0.0015% (15 ppm) 5-methoxypsoralen (5-MOP) and 100 ppm of 7-methoxycoumarin. Formulations must also be verified as non-sensitizing and non-irritating. This ingredient is known to be photosensitizing; therefore, its use in products intended for sun exposure or application prior to sun exposure is contra-indicated. It contains limonene (80-97%), a frequent skin sensitizer. While FDA generally recognizes Citrus reticulata derivatives as safe for food use (GRAS), its topical application requires considerable caution.
