The Cosmetic Ingredient Review (CIR) Expert Panel deemed ceramides, including Ceramide NG, safe for cosmetic use under current practices and concentrations. Maximum use concentrations reported historically include up to 0.2% in face, neck, and eye care products. The panel noted that ceramides structurally similar to those found naturally in skin are not expected to be readily absorbed. Bovine central nervous system tissues are prohibited as a source. While specific reproductive, developmental, or carcinogenicity data were absent, concerns were alleviated by negative findings in other toxicity studies, including genotoxicity, systemic toxicity, and ocular/dermal irritation/sensitization.
