The CIR Expert Panel concluded that Alcohol Denat. (including SD Alcohol 40-C) is safe for use in cosmetic products at concentrations between 0.05% and 12% when denatured with t-Butyl Alcohol, Denatonium Benzoate, Diethyl Phthalate, or Methyl Alcohol. Insufficient data exist for forms denatured with Quassin, Brucine, or Brucine Sulfate. The FDA's definition of 'alcohol' for cosmetics strictly refers to ethanol, not denatured alcohol.
