The Cosmetic Ingredient Review (CIR) Expert Panel concluded that borosilicate glasses, including Silver Borosilicate, are safe as cosmetic ingredients. They noted these ingredients are insoluble, inert, do not significantly penetrate the skin, and that the silver is secure and not bioavailable. While no specific maximum concentration is reported for Silver Borosilicate, other borosilicate glasses in the same assessment were safely used up to 97%. Separately, the Scientific Committee on Consumer Safety (SCCS) preliminary opinion (2025) on micron-sized particulate silver (not Silver Borosilicate) considers it safe up to 0.2% in rinse-off and 0.3% in leave-on products. The FDA permanently lists Silver (CI 77820) as a colorant for cosmetic use, restricting it to 1% in fingernail polish.
