Mechanism of Action
This ingredient functions through its cationic nature, possessing positive charges that readily form an electrostatic bond with the inherently negatively charged surface of the skin. Upon application, it constructs a lightweight, breathable, and protective film. This barrier is instrumental in minimizing transepidermal water loss (TEWL) and shielding the skin from environmental aggressors, thereby promoting a refined texture and a more conditioned skin feel.

Safety Profile
The Cosmetic Ingredient Review (CIR) Expert Panel has definitively concluded that Polyquaternium-11 is safe for use in cosmetics under current practices. The stated maximum concentration of 50% pertains to the commercial raw ingredient, which is typically supplied as a solution. In practice, the actual polymer concentration within formulated cosmetic products is considerably lower; for leave-on applications, reported use concentrations were up to 2.9% in 2023. A single 24-hour patch test with a 9.5% solution showed slight skin irritation in 1 out of 19 subjects, though repeated tests at much higher concentrations did not indicate sensitization. Any trace amounts of unreacted vinylpyrrolidone monomer are considered biologically insignificant and nonmutagenic. This ingredient is compliant with the general provisions of the Cosmetics Regulation of the European Union.
