Phenethyl Salicylate has not been specifically reviewed by the Cosmetic Ingredient Review (CIR) or the Scientific Committee on Consumer Safety (SCCS). However, it holds Generally Recognized As Safe (GRAS) status by the FDA for food use (21 CFR 172.515). The RIFM Expert Panel on Fragrance Safety concluded it is safe for its intended uses, asserting it is not genotoxic and not anticipated to be photoirritating or photoallergenic. Its No Expected Sensitization Induction Level (NESIL) for skin sensitization is 10000 µg/cm2. Maximum acceptable concentrations in cosmetic products, as per RIFM, are application-dependent: 0.77% for lip products, 0.23% for axillae products, 4.6% for face/body products applied by fingertips, 1.1% for body lotions, and 0.37% for baby creams, oils, or talc.
