The CIR Expert Panel has concluded that PEG-30 and PEG-40 hydrogenated castor oil are safe for use in cosmetics at concentrations up to 100%, a finding reaffirmed in 2012 for 130 related PEGylated oils when formulated to be non-irritating. The previous cautionary note regarding use on damaged skin has been removed. The FDA approves PEG-40 hydrogenated castor oil for both external application and as a direct and indirect food additive.
