The CIR Expert Panel concluded that PEG-Lanolin and PEG-Hydrogenated Lanolin ingredients, including PEG-15 Hydrogenated Lanolin, are safe for use in cosmetics. While 1,4-dioxane is a potential byproduct of the ethoxylation process, its levels can be effectively controlled through purification. The FDA regulates 1,4-dioxane levels in cosmetic products. Although lanolin was designated the 2023 Allergen of the Year, leading to a re-opened CIR safety assessment for lanolin-derived ingredients, the general conclusion regarding the safety of PEG Lanolins remains favorable.
