The Cosmetic Ingredient Review (CIR) Expert Panel concluded in 2002 (reaffirmed 2010) that there is insufficient data to support the safety of umbilical extracts in cosmetics. Critical data gaps identified include skin sensitization at typical use concentrations, gross and histopathological findings from repeated exposures, dermal reproductive and developmental toxicity, photosensitization, and genotoxicity. The CIR also stipulated that these ingredients must not exhibit metabolic/endocrine activity and must be free of detectable pathogenic viruses or infectious agents. Human-derived ingredients are prohibited in the European Union (EU) cosmetics directive due to concerns about the transmission of human spongiform encephalopathies and viral diseases. While Japan permits unrestricted use in some products, significant regulatory and health concerns remain.
