The CIR Expert Panel has determined Propylene Glycol monoesters and diesters, including Propylene Glycol Laurate, to be safe for cosmetic application. Propylene Glycol itself is generally considered nontoxic and noncarcinogenic. Animal studies indicate Propylene Glycol Laurate caused only slight skin irritation in rabbits, while related esters like Propylene Glycol Dicaprylate/Dicaprate showed minimal to no irritation and were non-comedogenic. Citric acid and related forms are also assessed as safe. It is noted that some Propylene Glycol esters may enhance the skin penetration of other chemicals.
