The Scientific Committee on Consumer Safety (SCCS) initially found data insufficient in 2005 but later concluded that CI 61570 is not a skin sensitizer under compromised skin barrier conditions. The ingredient is FDA-approved as D&C Green No. 5 and is permanently listed for use in drugs and cosmetics, including the eye area, subject to specific limitations and certification. In the EU, it is permitted under Annex IV of the Cosmetics Regulation with defined maximum concentrations and applications. While generally well-tolerated at typical cosmetic concentrations, high concentrations can pose a risk of irritation and redness, particularly for individuals with sensitive skin or allergies.
