CI 10316 is approved for use in all cosmetic products under EC Cosmetics Regulation, with the specific exclusion of products for the eye area, including eye make-up and removers. The Scientific Committee on Consumer Products (SCCP) deemed it safe for consumers in oxidative hair dye formulations at a maximum scalp concentration of 1.0%, and in non-oxidative hair dyes at a maximum scalp concentration of 0.2%. The FDA permanently listed D&C Yellow No. 7 (CI 10316) in 1983 as a certified color additive for drugs and cosmetics, subject to Good Manufacturing Practices (GMP) and specific restrictions. General cosmetic usage rates can extend up to 6%.
